Special Michigan Lotteries to Fund Free Tuition For today's high school grads finding tuition money in today's economic climate is challenging at best. Student loans have become harder to get because of the credit crunch and government grants have fallen victim to government budget cuts. Michigan has been one of the states hardest hit by the recession but Michigan legislators have come up with a plan to make it easier for residents to attend college.
Michigan State Representative Fred Durhal Jr.has proposed a free tuition plan which would tap into revenue provided by the state lottery and casinos. Durhal said his office is still fine tuning the plan which will be presented to the legislature in the near future. If approved the lottery funded measure would appear on the 2010 ballot. Tuition for qualifying students would be funded by yearly 'super' lotteries and a 1% contribution of gross receipts from Michigan casinos.
Durhal says no tax dollars will be used for the tuition plan. Durhal stated, "Here in Michigan, there is a serious need for a college education to be more accessible to all residents. Although there are a number of fine institutions of higher education in our state, post-secondary education is often priced out of reach for the average student and is inaccessible for disadvantaged students. We need to make sure that anyone who wants to continue learning beyond high school can do so."
To qualify for the lottery funded tuition plan students would be required to have a 2.5 grade point average and acceptance to a Michigan institution of higher learning. Qualifying institutions include Michigan vocational or technical schools, community colleges or universities. Other qualifications include a year of community service and five years residency in the state of Michigan. Those receiving tuition under the lottery funded plan would be required to return to their high school and mentor underachieving students.
If Michigan is really serious about boosting lottery revenue to fund education the state lottery may want to follow the lead of many European lotteries and allow players to buy online lottery tickets. Michigan could easily boost lottery revenue by allowing the sale of online lottery tickets to residents and could increase the amount of money available for education in the state. Most lottery experts believe that the sale of online lottery tickets would be well received by players. They cite convenience as one of the chief factors in favor of allowing players to play lottery online. Several surveys show that most US players are in favor of online lottery tickets. It is just a matter of time before US lotteries catch up with 21st century technology.
